Summary of review and consultation process |
|
Initial consultation took place with the sole Air Traffic Service organisation in New Zealand; certificated under Civil Aviation Rule Part 172 Air Traffic Service Organisations Certification. Wide consultation took place to ensure current practice and regulations were being met, and any gaps were identified and addressed. Advice on technical content was provided by the various specialists, which informed the qualifications, as well as considering programme design, as the programmes are made up of mandatory standards identified within the qualifications. An initial online meeting was held, followed by internal meetings, email consultation, and an in-person meeting, and endorsement. The outcome of the meeting included a confirmation that the qualifications remain relevant and fit for purpose. A need was identified for two new qualifications as not all trainees were able to complete the full New Zealand Diploma in Air Traffic Services (Level 6) with strands in Aerodrome Control and Approach Control Procedural; and Area and Area Control Procedural [Ref: 2231]. Changes applied across all qualifications: · Minor amendments to reflect NZQA requirements for listing · Updates to the assuring consistency requirements · Information has been added for programme developers regarding programme endorsement considerations. Specific changes: New Zealand Diploma in Air Traffic Services (Level 6) with strands in Aerodrome Control and Approach Control Procedural; and Area and Area Control Procedural [Ref: 2231] · The Automatic Dependence Surveillance strand was removed as this is no longer required by industry. · The Area and Approach Control Surveillance and Area Control Procedural strand was changed to Area and Area Control Procedural. · The Education pathway was updated to show the potential progression qualification.
