Summary of review and consultation process

Muka Tangata – People, Food and Fibre reviewed the above qualification in October 2022. The review was focused on the Harness Trainer, and Harness Racing Driver strands because provider feedback showed that at the programme development stage the graduate profile outcomes (GPOs) were unachievable due to significant content overlap.

A working group made up of harness racing industry stakeholders and representatives of the single user of the qualification was convened. The strand GPOs were discussed, and the content overlap was confirmed. Subsequently these were reworded to remove it.

A second meeting was convened that included the Muka Tangata - Mātanga Tohu Aro Whānui – Qualifications and Standards Advisor Māori to include Te ao Māori in the general conditions of this qualification.

Wider consultation was carried out between December 2022 and January 2023. Minor change recommendations were received and actioned. Attestations were signed off by key stakeholders in January 2023.

Main changes resulting from the review

Te Ao Māori values: manaakitanga, kaitiakitanga, kotahitanga, and whakawhanaungatanga were added to the general conditions of the qualification.

Harness Trainer Strand

· GPOs 5 and 6 were amended to clarify their intentions.

· GPOs 7, 8, 9 and 10 were removed as their content was covered in GPOs 5 and 6.

· Total strand credits were reduced from 130 to 95 due to the removal of the content overlap referenced above.

Harness Racing Driver Strand

· GPOs 12 and 14 were amended to clarify their intentions.

· GPOs 11 and 13 were removed as their content was covered in GPOs 12 and 14.

· Total strand credits were reduced from 135 to 120 due to the removal of the content overlap stated above.
