Summary of review and consultation process

New Zealand Thoroughbred Racing Inc. (NZTR) have developed a Licensing Policy under the New Zealand Rules of Racing, pursuant to section 303 of the Racing Industry Act 2020.  The Licensing Policy sets out the requirements that a person must satisfy to be granted a licence, and the conditions on which a person holds a licence.  This includes criteria such as experience, suitability, examination, and education. 

The Assistant Trainer role is part of the training pathway to ultimately achieve a trainer licence.  Currently there are no formal qualifications for the Assistant Trainer role.  Therefore, on request from NZTR, the Muka Tangata qualifications team worked with NZTR to develop this qualification.

The development commenced in late October 2022.  A working group made up of thoroughbred industry stakeholders was convened.  The qualification outcomes were discussed based on the job expectations of a competent Assistant Trainer.

A further meeting was convened and included the Muka Tangata - Mātanga Tohu Aro Whānui – Qualifications and Standards Advisor Māori to ensure the requirements for te ao Māori were reflected. A statement was discussed and added to the qualification to ensure these requirements were embedded across all outcomes.

Wider consultation was carried out through the NZ Thoroughbred Racing Inc membership, NZ Trainers Association membership, and through the networks of members of the working group.

Minor changes were recommended and the qualification was updated.  Key stakeholders signed off on the final version of the qualification in March 2023.

Main changes resulting from the review

A new qualification was developed.

NZSCED/Whakaraupapa to be changed in Equine Racing qualifications Ref: 2374 and Ref: 4221 to 050108 Agriculture, Environmental and Related Studies > Agriculture > Equine Trades as it was a better fit.
