Summary of development/review and consultation process

Toitū te Waiora advertised the review of the above qualification on its website in June 2023.  All associated stakeholders were invited to provide feedback. This feedback was collated over a two-week period consisting of email and face to face meetings via online Teams.

An advisory group made up of learners, providers, the union, and industry representatives reviewed all feedback collated on behalf of its stakeholder group.

The advisory group met twice to discuss and finalise the qualification review.  Decisions made by this group were sent to its stakeholders for final feedback, and this was actioned, where appropriate.

The final draft of the reviewed qualification was published on the Toitū te Waiora website and a notification was sent to all stakeholders in August 2023.

 

Main changes resulting from the development/review process

·       Qualification title was changed from "New Zealand Certificate in Offender Management" to "New Zealand Certificate in Prisoner Management" to align with the correct terminology used in the Corrections Act 2004, which refers to individuals held in New Zealand prisons as ‘prisoners’ rather than ‘offenders’.

·       Strategic purpose statement was updated for accuracy and clarity.

·       Education pathway was updated to reflect the new title for the New Zealand Certificate in Prisoner Management (Level 4) [Ref: 2659].

·       Evidence requirements for assuring consistency statement was updated to add Skill standards.

·       General conditions for programme statement was updated to include relevant legislation, the first aid certificate requirement was deleted and the phrase “completion of all core competency training” was added.

·        Graduate Profile Outcomes 2, 3 and 4 were updated to current industry terminology and their relevant contexts.

Version 3 of this qualification was published in November 2023 following a scheduled review. Please refer to Qualifications and Assessment Standards Approvals for further information.

The last date for assessment of version 2 of this qualification is 31 December 2025.

People currently enrolled in programmes leading to version 2 of this qualification may either complete that qualification before 31 December 2025 or transfer to version 3.

It is not intended that any existing candidate be disadvantaged by these transition arrangements; however, anyone who feels they have been disadvantaged can appeal to:
