Review of Aircraft Operation unit standards

Ringa Hora Services Workforce Development Council (WDC) has completed the review of the unit standards listed above.

Summary

 

Ringa Hora Services WDC reviewed 91 unit standards within the Aircraft Operation domain with the proposal to expire most of the unit standards, for those which align directly to a CAA syllabus and are assessed through either an approved CAA examination or CAA flight test.  The concept was for flight training providers to move their programmes to modules directly against the CAA syllabus.

 

Consultation was carried out between December 2022 and May 2023 with subject matter experts from New Zealand’s aviation industry association, aviation regulator, flight training providers, all programme owners, and consent to assess holders, by email, online, and in-person, requesting feedback on the expiry proposal.  The proposal was generally supported, however those unit standards which do not align directly to a CAA syllabus or flight test should be retained, along with unit standards used in Gateway and STAR school programmes.

 

Changes were made where required and promoted via the Ringa Hora website.

 

Main changes

 

·         Purpose statements, guidance information, outcomes, performance criteria, and range statements were amended where applicable to ensure they are accurate and fit for purpose, reflect the standard content, and to ensure clarity for users in line with international regulatory requirements.

·         Unit standard 423 range statements for PC 1.2 and 2.2 were updated to include more information.

·         Titles of unit standards 26197, 26201, and 26202 were updated to better reflect the outcomes of the standards.

·         Unit standard 26202 had an error where the content replicated unit standard 26201.  All content of unit standard 26202 was updated to correct this error.

·         64 unit standards were set to expire without replacement as they are no longer required.

 

Category D unit standards will expire at the end of December 2027

 

The last date for assessment of superseded versions of Category B unit standards is December 2027

 

Impact on Consent and Moderation Requirements (CMR)

 

Category B standards were moved from CMR 0169 to CMR 0028.
