Summary of development/review and consultation process |
Hanga-Aro-Rau Manufacturing, Engineering, and Logistics Workforce Development Council met with a wide range of industry stakeholders, including representatives from industry associations, employers, and Te Pūkenga subsidiaries between June 2022 – April 2024 to undertake a combined review of the commercial road transport qualifications and associated unit standards. Regular online meetings were conducted to discuss industry training needs and identify any skills gaps, and to ensure that the qualifications were fit for purpose. Smaller technical advisory groups were formed for specialised areas within commercial road transport, including heavy haulage, waste transportation, groundspreading and dangerous goods. A separate technical advisory group was formed in June 2023 to undertake the Level 5 qualification review, which resulted in new micro-credential development. |
Main changes resulting from the development/review process |
Qualification strategic purpose statements, education pathway, and employment, cultural and community pathway have been updated to ensure they remain fit for purpose. Qualification specifications and transition information have been updated to reflect the change in standard setting body to Hanga-Aro-Rau Manufacturing, Engineering, and Logistics Workforce Development Council.
New Zealand Certificate in Commercial Road Transport (Heavy Vehicle Operator) (Level 3) [Ref: 3089] · GPO 2 was amended to specify that driving is undertaken in a range of driving conditions and environments since this is reflective of actual working experience. · GPO 3 and GPO 4 were combined into one GPO, with an overall credit value of 5 credits · · New Zealand Certificate in Commercial Road Transport (Heavy Haulage Class 1 Pilot) (Level 4) [Ref: 3090] · GPO 1 and GPO 3 conditions had all compulsory unit standards removed to enable more flexibility for programme delivery. · GPO 3 was amended to better reflect the operational workflow of a class 1 pilot. New Zealand Certificate in Commercial Road Transport (Specialist Driver) (Level 4) with strands in Transportation of Logs, Heavy Haulage Transportation, Livestock Transportation, Dangerous Goods Transportation, Waste Transportation, General Cartage, and Groundspreading [Ref: 3091] · The Waste Transportation elective strand was removed from the qualification. · The Groundspreading elective strand was removed from the qualification. · GPO 1 (core) and GPO 4 (heavy haulage elective strand) conditions, had all compulsory unit standards removed to enable more flexibility for programme delivery. · GPO 4 was amended to better reflect heavy haulage industry requirements, now focuses on planning and compliance. · GPO 5 was amended to better reflect heavy haulage industry requirements, now focuses on operations. New Zealand Certificate in Commercial Road Transport (Operations Management) (Level 5) [Ref: 3092] · GPO 1 – GPO 4 conditions had all compulsory unit standards removed. · Strategic Purpose Statement and GPO 3 were amended to include a broader range of transport. · GPO 4 was updated to reflect increased industry emphasis on communication skills.
