Summary of review and consultation process

In March 2024, BCITO, supported by employers of glazing apprentices requested an early review of the New Zealand Certificate in Glazing (Level 4).  Version 2 of the qualification no longer reflected the scope of work of general glazing businesses, making the qualification unachievable for many learners.

Waihanga Ara Rau Construction and Infrastructure Workforce Development Council established an advisory group representing the New Zealand Window and Glass Association, small, medium and large, general and specialist glazing businesses from the main centres and regions, and BCITO and the Glass and Glazing Institute to consider the changes needed to allow the qualification to be accessible and achievable for apprentices across a wide range of general glazing businesses.

In March 2024 the advisory group met face to face to consider changes needed and propose a restructured qualification.  The wider industry stakeholders and the provider group were invited to give feedback on the proposed restructured qualification.  Support was received by industry and the provider group.  The main changes to the qualification outlined below will remove barriers to completion and will support an accessible and achievable programme.

The proposed restructured qualification was agreed by the advisory group in May 2024.

 

Main changes resulting from the review process

·         Residential and commercial strands removed.

·         Qualification overall credits reduced from a range of 120-140 to 120.

·         Strategic purpose statement removal of glass to focus on glazing.

·         GPO 1 – Replacement of health with well-being to clarify the intended outcome.

·         GPO 6 – Addition of new GPO to recognise installation, project planning and completion competencies.

·         GPO 10 – Addition of new GPO to recognise product, tools and materials knowledge.

·         GPO credits reallocated to reflect updated qualification structure and intended weighting within the qualification.

·         General conditions for programme updated to refer to programme endorsement requirements.

·         A last date of assessment for version 2 of the qualification was set to 31 December 2025, as there are no learners enrolled in programmes leading to this version of the qualification. The last date of assessment for version 1 has been extended to 31 December 2025. Learners who do not complete version 1 by 31 Dec 2025 will transition to version 3.
