Summary of development/review and consultation process |
The qualifications listed above were reviewed as part of the 5-year review cycle. This was overseen by a specialist advisory group consisting of representatives from the sector and of providers currently offering programmes leading to the qualifications. The review was informed by feedback from preliminary engagements with organisations and individuals in the sector in the cosmetics, retail and creative/production sectors. This feedback indicated the suite needed to be updated to articulate a more coherent pathway that better reflected the realities of industry practice. The advisory group was convened in March 2023, with a smaller working group (WG) formed thereafter to complete draft revision to the qualifications. The advisory and working groups had further meetings from June through August, after which the proposed changes were distributed for consultation through an online survey and discussions with key stakeholders. Feedback was positive and the proposed changes were accepted and adopted. |
Main changes resulting from the development/review process |
The following changes have been made across the suite: · General conditions for programmes updated to specify requirements for programme design, practical experience, professional practice, and cultural skills. These statements have been included to assist programme developers and reflect a strengthened emphasis on required professional cultural skills including the integration of te ao Māori and other cultural perspectives. · GPO conditions moved from the qualification to a separate Programme Guidance document that will be available on the Toi Mai website and will be updated, as required, to account for curriculum-related changes. The following changes have been made to each reviewed qualification: New Zealand Certificate in Makeup and Skin Care (Introduction) (Level 3) [Ref: 3442] · The qualification title has been amended to New Zealand Certificate in Skin Care and Cosmetics (Level 3) to more clearly articulate a scope of practice targeted primarily at the retail sector. The strategic purpose statement and employment pathways have also been updated accordingly. · The graduate profile outcomes (GPOs) have been amended to reflect the skills and competencies required by graduates in line with current needs in the retail sector. New Zealand Certificate in Makeup Artistry (Level 4) with optional strand in Face Casting [Ref: 3456] · The qualification title has been amended to New Zealand Certificate in Makeup Artistry and Hairstyling (Level 4) to better align with industry terminology in New Zealand. · The optional strand in Face Casting has been removed due to a lack of uptake. · The strategic purpose statement has been amended to more clearly articulate the scope of industry practice, which involves services mostly for stage and screen, and other creative contexts. · The GPOs have been amended to reflect the skills and competencies required by graduates in line with current industry need.
New Zealand Certificate in Performance Makeup and Prosthetics (Level 4) [Ref: 3455] has been replaced by the New Zealand Diploma in Prosthetics, Performance Makeup, and Special Effects (Level 5) [Ref: 4936] · The creation of a new qualification at Level 5 reflects more accurately both the complexity of this content and the normal progression for learners who would enter programmes with at least some previous learning and/or experience. · The strategic purpose statement has been amended accordingly. · The GPOs have been amended to reflect the skills and competencies required by graduates in line with current industry need. |
