Summary of development/review and consultation process |
The review of the New Zealand Certificate in English Language qualifications was conducted by NZQA National Qualifications Services, in collaboration with the New Zealand Certificate in English Language communities in Aotearoa New Zealand. In preparation for the review, a scoping exercise was undertaken to gain understanding of the target learners and identify the barriers to learner success and tertiary and secondary needs for the qualifications. Data was collected and analysed, and engagement with providers and other stakeholders were undertaken. To ensure the cross-sector representation, eight panel members were selected to review the qualifications. This group included stakeholders from the Ministry of Education, tertiary (Private Training Establishments – Ara Institute of Canterbury, Bridge International College, English Language Partners NZ Trust, English Teaching College, Te Pūkenga – Wintec, Unitec, University of Waikato), peak bodies (NZCEL providers forum, TESOLANZ). At all significant stages, stakeholders were kept informed and invited to contribute to the review. This included a pre-review survey for programme providers and full sector consultation in November 2023. Over the course of the review, clarification of the expectations of the qualifications was collated into a supporting document to provide guidance to programme developers and practitioners. The NZCEL Supporting Document will be reviewed in 2024 to align with the reviewed qualifications, and the English Language and English for Academic Purposes unit standards. This document includes guidelines informed by the Common European Framework of Reference (CEFR) and promotes consistent assessment practice. Main changes resulting from the development/review process |
General changes across the suite of New Zealand Certificate in English Language qualifications: • Strategic purpose statements were revised to ensure they were fit for purpose and relevant to current and future learners. • Graduate profile outcomes have been amended to more closely align to the Strategic Purpose statement • Education, employment, cultural and community pathways have been adjusted to reflect graduate destinations. • Evidence requirements have been simplified.
