Summary
These standards in domain Vagahau Niue were reviewed as part of their regular quality-management cycle. Stakeholders were informed and invited to be involved. A panel was convened, representative of stakeholders in New Zealand, including the Ministry of Education. In-person and online meetings were held to review and confirm changes to the standards. Feedback on the current and reviewed standards was gathered from stakeholders through an open consultation process via the NZQA website. There was consensus to approve the amended standards following open consultation in November 2023.
Main changes
· The titles and outcomes have been translated in the target language (Vagahau Niue) and referenced in the guidance information in each standard.
· Ten unit standard titles were updated to be more consistent with the NCEA language learning framework.
· Merit and Excellence were removed from all Level 1 unit standards to appeal to and meet the needs of communities.
· Assessment criteria were amended to align with the outcome and performance criteria.
· The guidance information were amended to provide specific information to clarify the outcomes and replacing range statements in some standards.
· The guidance information has been updated to include new link to the NZQA external moderation app and process.
· Three unit standards that required demonstration of understanding of written ‘and/or visual Vagahau Niue text’ were amended (29694, 29699, 29704). These standards now require learners to demonstrate understanding of written text only.
· The assessment demand for writing standards (29698, 29700, 29707, 19836) have been amended to better reflect the range of learning contexts.
· Repetitive information was removed from definitions, where explanations were provided within the standard.
· Definition for the terms ‘credible’, ‘language features’ and ‘features of text’ have been removed, unless specific to the unit standard/s.
· Performance criteria statements that refer to ‘Demonstration of understanding’, have been amended to enable learners with writing difficulties to achieve these standards.
Last date of assessment for superseded version of Category B standards is 31 December 2026
