Summary

Following the development of Level 1 unit standards primarily for assessment within programmes leading to the New Zealand Certificate in Foundation Skills (Level 1) [Ref: 2861], it was decided to develop standards at Level 2 to align with the graduate profile outcomes of the New Zealand Certificate in Foundation Skills (Level 2) [Ref: 2862] Qualification Overview (nzqa.govt.nz).  A development panel representative of stakeholders was convened, and it was decided to develop skill standards rather than unit standards.  This decision and development drafts were supported by the stakeholder email network and then by public consultation.
