Summary of review and consultation process

Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council (H-A-R) commenced the review of the New Zealand Diploma in Marine Vessel Project Management in August 2022. The review was to ensure the qualification continued to be fit-for-purpose for the marine industry and make necessary changes where required.  H-A-R also carried out the review ensuring the qualification aligned also to the composite and specialised technology sectors.

Industry, Providers, and subject matter experts provided the feedback and input required for this review.

Industry consultation survey

A survey was sent to industry associations to seek feedback from their members and customer base on the proposed changes to Marine Vessel Project Management qualification. The response was limited but indicated support of the new qualification to replace the current qualification.

 

Main changes resulting from the review

New Zealand Diploma in Marine Vessel Project Management (New Build, and Refit) (Level 6) [Ref: 3127]

Replacement qualification:

New Zealand Diploma in Vessel Technology Project Management (Level 5) [Ref: 5115-1]

-          Title change to vessel technology to encompass maritime sector, composites industry and specialised technology industry, previously not specified. Definition included in the programme conditions.

-          Qualification credits changed from 180 to 165 to align with the GPO indicative credits

-          Qualification level reduced from Level 6 to Level 5 to better reflect the graduate and give a clear pathway for Level 4 graduates.

-          Graduate profile outcome (GPO) indicative credit weightings changed to better reflect the notional hours required to achieve the skills.

-          Graduate profile outcomes reviewed and reworded to align with what industry saw as the function of a project manager in this sector, and also to include composite or specialised technology projects.

-          Employment pathway amended to reflect marine or maritime or composite or specialised technologies.

-          Transition information and standard setting body details updated.
