Summary of development/review and consultation process

Waihanga Ara Rau Construction and Infrastructure Workforce Development Council has reviewed flooring qualifications listed above.

Starting in May 2024, stakeholders were emailed, and the review was advertised on the Waihanga Ara Rau website. Interested parties were invited to provide feedback via email or attendance at online meetings. A technical advisory group was formed to consider proposed changes, including representatives from FloorNZ (the industry association), industry stakeholders, and training providers.

Online meetings were held with the technical advisory group in June and July 2024.Consultation concluded that minor changes were needed to the qualifications and confirmed the alignment of the qualification outcomes with mandatory skill standards.

 

Main changes resulting from the review process

For all qualifications:

·       Mandatory skill standards were listed in the Conditions relating to the Qualification outcomes.

·       Qualification specifications, transition information, and contact details were updated.

·       Graduate Profile Outcome 1 relating to applying legislation, industry standards and workplace procedures was removed because these skills are explicitly assessed in context in the associated mandatory skill standards. In addition, the general conditions were updated to state that programmes must be in accordance with current standards, acts, and legislation, as well as reflecting safe working practices.

·       Graduate profile outcomes with low credits were consolidated into a single higher credit outcome relating to operating safely to the standards expected of a professional in the flooring trades, with the detail contained in the mandatory skill standards.

·       Credit values for graduate profile outcomes were adjusted to reflect the changes to the core graduate profile outcomes and create alignment with the credit values of the mandatory skill standards. The qualification overall total credits remain the same.

New Zealand Certificate in Flooring Planning and Design [Ref: 4297]

·       The qualification graduate profile outcomes were reduced by 5 credits and the optional strands graduate profile outcomes were each increased by 5 credits

·       Overall qualification credits reduced from 85 credits to 80 credits to reflect this.

New Zealand Certificate in Timber and Composite Flooring [Ref: 4300]

·       Title - the term ‘Composite’ was replaced with the term ‘Engineered Timber’ to align with industry preferred terminology.

Learners currently enrolled in programmes leading to version 1 of these qualifications may complete the requirements by 31 December 2027, or transfer to version 2 of the qualification.
