Summary of review and consultation process

Hanga-Aro-Rau Manufacturing, Engineering, and Logistics Workforce Development Council met with employers and Te Pūkenga subsidiaries between September 2023 and June 2024 to review the qualifications listed above, and associated unit standards.

A Qualifications Advisory Group (QAG) of industry representatives was established to inform the review.  Online meetings for the QAG were held to discuss industry training needs. The QAG confirmed that the Level 3, 4 and 5 qualifications were generally working as intended and remain fit for purpose with some minor changes required. The group also identified a need for a foundation level micro-credential to encourage new or potential entrants into the energy and chemical industry, including secondary school learners/ākonga and Aotearoa New Zealand citizens not yet engaged in education, employment or training.

Main changes resulting from the review process

All qualifications:

Qualification award statement, evidence for consistency, specifications and transition information have been updated to reflect the change in standard setting body to Hanga-Aro-Rau Manufacturing, Engineering, and Logistics Workforce Development Council.

Minor amendments to Strategic Purpose Statement in relation to boiler size requirements to accommodate for technological advancements in the industry.

New Zealand Certificate in Energy and Chemical Field Operations (Level 4) with strands in Advanced Steam Generation Plant Operation, Chemical Plant Operation, Geothermal Plant Operation, Petrochemical Plant Operation, and Petrochemical Transfer and Storage (with optional strands in Gas Turbine Operation, and Steam Turbine Operation) [Ref: 2307]

Minor amendments to credit calculations to include optional strands and phrasing in general conditions and other requirements.

New Zealand Certificate in Energy and Chemical Process Operations (Level 5) [Ref: 2308]
