Summary of development/review and consultation process

The review of this qualification started in June 2022 alongside the review of the New Zealand Certificates in Plumbing, Gasfitting and Drainlaying (Level 4) [Ref: 2661, 2662, and 2663] with email communication to providers and industry outlining the review project and timeframes. Stakeholders invited to participate in this review included providers, industry organisations, the Plumbing Drainlaying and Gasfitting Board, and employers.

The qualification was reviewed and approved by industry subject-matter experts and education providers drawn from the strategic reference group and technical reference group comprised of representatives from the plumbing, gasfitting and drainlaying trades via online and face-to-face hui.

Consultation on the qualification was undertaken between June 2023 and July 2024, and final comments and amendments to the qualification finalised in September 2024. Attestations were received from stakeholders who participated in this review.

 

Main changes resulting from the review process

·       Qualification credits reduced from 70 to 60 to align with GPO 3 changes below

·       GPO 2 was revised to remove reference to ‘identify hazards’ to align with the skills required of a Level 3 trainee.

·       GPO 3 was revised to remove list of specific systems and components.

·       GPO 3 credits decreased from 40 to 30 credits to reflect the required learning and assessment time and allow for the shift of confined space entry skills into the Level 4 qualification suite.

·       Minor changes throughout the qualification to ensure currency and clarity. Includes strategic purpose statement, education pathway, qualification award, evidence requirements for assuring consistency, other requirements for the qualification and general conditions for programmes.

·       Links to PGD Board requirements have been included under programme conditions to guide providers including ‘Fit and Proper Person’ requirements.
