Waihanga Ara Rau Construction and Infrastructure Workforce Development Council has completed the review of the unit standards listed above, and development of new skill standards to be listed in the Flooring domain.

Summary

 

The review of unit standards was conducted in conjunction with the review of:

·         New Zealand Certificate in Flooring Installation (Level 4) with strands in Bonded Carpet, Conventional Carpet, Commercial Resilient Flooring, and Residential Resilient Flooring [Ref: 4296]

·         New Zealand Certificate in Flooring Planning and Design (Level 4) with optional strands in Estimation, and Site Assessment [Ref: 4297]

·         New Zealand Certificate in Flooring Surface Preparation (Level 4) with strands in Concrete Polishing, Mechanical Preparation, Moisture Treatment, and Underlayment Systems (with optional strand in Topical Coatings) [Ref: 4299]

·         New Zealand Certificate in Timber and Composite Flooring (Level 4) with strands in Bonded Installation, and Fine Floor Sand and Finishes [Ref: 4300].

 

The proposed review and development were announced on the Waihanga Ara Rau’s website in November 2022 and promoted via industry newsletters.  A series of online meetings were held with flooring industry representatives and key providers between December 2022 and March 2024 to develop the suite of skill standards to meet current industry needs.

 

The unit standards in this application have been reviewed and eight were replaced with newly developed skill standards to update them in line with current industry practice, and to ensure they are fit for purpose.  21 unit standards are expired without replacement.  The new skill standards align with version 2 of the flooring qualifications listed above.

 

Some skill standards were developed to accommodate industries requirement for future level 2 and level 3 micro-credentials.  This will enable labourers and people early in their career to obtain credentials, while still contributing to a qualification.

 

Main changes

 

·            41 new skill standards were developed to align with the above qualifications.

·            33 new skill standards.

·            8 skill standards are replacing 8 Category C unit standards.

·            Skill standards 40258 and 40261 were reduced from Level 4 to Level 3 based on industry recommendations for the skills required in these standards.

·            21 unit standards were set to expire without replacement because there is no direct one-to-one relationship with new skill standards.

 

Category C and D unit standards will expire at the end of December 2027
