Summary of development/review and consultation process |
Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council undertook a combined review of the Fibreboard Packaging qualifications and associated unit standards from September 2023 to July 2024. An advisory group was formed with employers, Te Pūkenga subsidiaries and representatives from industry association PrintNZ to discuss how well the fibreboard packaging qualifications were working and to identify any skills gaps. Online meetings were held fortnightly and feedback from industry stakeholders identified that the fibreboard packaging qualifications were generally working as intended. In response to stakeholder feedback, structural changes were made to the level 3 and 4 qualifications to create new elective strands in case converting, case corrugating and carton converting to provide more flexible training pathways for learners. Changes to Graduate Profile Outcomes and credit values are outlined below in response to an increased focus on quality assurance in the fibreboard packaging industry. |

General changes across the suite of Fibreboard Packaging qualifications · The strategic purpose statement, education pathway, and employment, cultural and community pathway were updated to ensure they are fit for purpose. · Qualification specifications and transition information have been updated to reflect the change in standard setting body to Hanga-Aro-Rau Manufacturing, Engineering, and Logistics Workforce Development Council. · Graduate Profile Outcome (GPO) wording was amended where required to reflect current industry practices and terminology. New Zealand Certificate in Fibreboard Packaging (Level 2) · GPO 2 credit value was increased from 5 to 10 credits in response to industry feedback that quality standards is a critical aspect of fibreboard packaging. · GPO 4 credit value was decreased from 10 to 5 credits since industry stakeholders identified that 5 credits is appropriate amount for level 2.
New Zealand Certificate in Fibreboard Packaging (Level 3) · GPO 1 and GPO 2 were removed and replaced with new elective strands for case converting, case corrugating and carton converting (GPO 4 - 6). · Credit value of GPO 2 in the new version of qualification was increased from 10 to 15 credits due to increased emphasis placed on quality requirements by industry stakeholders. · The overall qualification credit value was increased from 80 to 85 credits. New Zealand Certificate in Fibreboard Packaging (Level 4) · GPO 1 and 2 were removed and replaced with new elective strands for case converting, case corrugating and carton converting (GPO 5 - 7). · Credit value of GPO 2 in the new version of qualification was decreased from 15 to 10 credits because the amount of supervision and people management undertaken by learners will vary among fibreboard packaging workplaces. · Credit value of GPO 3 in the new version of qualification was increased from 5 to 10 credits in response to a request from industry stakeholders since production planning is a critical part of fibreboard packaging production. · Credit value of GPO 4 in the new version of qualification was increased from 5 to 15 credits due to the increased emphasis placed on quality assurance by industry stakeholders. · The overall qualification credit value was increased from 80 to 95 credits.
