Summary

Toitū te Waiora Workforce Development Council has developed 12 new Health and Wellbeing skill standards following completion of the 2024 Health and Wellbeing qualification reviews.

A Core Skills Development Group with broad sector representation contributed to the co-design of these skill standards between April and July 2025. Wider feedback was sought on drafts from a review group between June and August. National consultation took place in August, with final changes being made to the standards in September.

The resulting skill standards were developed for assessment in programmes leading to the following qualifications:

·     New Zealand Certificate in Health and Wellbeing (Level 2) [Ref: 2469]

·     New Zealand Certificate in Health and Wellbeing (Level 3) with strands in Healthcare Assistance; Newborn Hearing Screening; Orderly Services; Support Work; Vision Hearing Screening [Ref: 2470]

·     New Zealand Certificate in Health and Wellbeing (Peer Support) (Level 4) [Ref: 2989]

·     New Zealand Certificate in Health and Wellbeing (Primary Care Practice Assistance) (Level 4) [Ref: 2990]

·     New Zealand Certificate in Health and Wellbeing (Rehabilitation Support) (Level 4) [Ref: 2991]

·     New Zealand Certificate in Health and Wellbeing (Social and Community Services) (Level 4) with strands in Community Health Work; Disability Support; Diversional Therapy; Mental Health and Addiction Support; and Whānau, Community and Social Services [Ref: 2992]

·     New Zealand Certificate in Health and Wellbeing (Advanced Care and Support) (Level 4) [Ref: 4108]

·     New Zealand Certificate in Disability Support (Level 3) [Ref: 5561].

They will provide a foundation for future development of role-specific skill standards.

Main changes

·     12 core skill standards have been developed at Levels 2, 3 and 4 to provide transferable, sector-wide skills for use across Health and Wellbeing programmes. Once the full suite of skill standards is complete, they will be set into qualifications as mandatory.
