Toitū te Waiora Workforce Community, Health, Education and Social Services Workforce Development Council has developed six new skill standards and reviewed the unit standards listed above.

Summary

 

Toitū te Waiora developed six new skill standards aligned with the New Zealand Certificate in Emergency Communications Centres (Level 3) with optional strand in Dispatch [Ref: 3020] graduate profile outcomes.

 

The skill standards were developed in consultation with emergency communication centre subject matter experts from Fire and Emergency New Zealand, New Zealand Police, Hato Hone St John, and quality assurance specialists. Consultation on the unit standards and new skill standards took place between May and August 2025. Further consultation on the new skill standards was sought through the Toitū te Waiora website in September 2025.

 

Main changes

·       Six skill standards were developed to replace nine unit standards – 29614, 29616-29621, 18510 and 18511.

·       Unit standard 29615 was expired without replacement due to duplication of outcomes within the set of standards and some misalignment of content with the emergency call centre operator role.

·       Two level 3 standards 18511, 29619, and one level 4 standard 29621 were replaced with a single level 3 standard 41043, reflecting the procedural nature of the learning outcomes and the autonomy and responsibility for own learning and performance.

·       CMR for the new skill standards are detailed in CMR 0024 – an update from the replaced standards CMR 0003.

 

Category C and D standards will expire on 31 December 2027
