Summary of review and consultation process
The Te Ao Haka NCEA suite proactively entered the Review and Maintenance Programme (RAMP) process in recognition of the upcoming review cycle and in anticipation of future curriculum development, where no formal Te Ao Haka marau currently exists. This early engagement sets a precedent and provides a strong foundation for shaping future curriculum design. Through RAMP, there is an opportunity to ensure that mātauranga Māori, level progression, and alignment are robust and well-integrated as part of the new curriculum rollout.
RAMP is an ongoing process that ensures NCEA achievement standards remain current, accurate, and aligned with the New Zealand Curriculum and Te Marautanga o Aotearoa. It supports quality assurance, curriculum alignment, and continuous improvement.
The consultation process was collaborative and multi-layered. It involved gathering insights from subject matter experts, kaiako, and NPAM (NZQA kaimahi) through wānanga, supported by data analysis and internal Ministry of Education feedback. Throughout, there was close collaboration with NPAM kaitakawaenga ā-motu to ensure shared understanding and agreement at every stage.
Overall, the impact of the consultation process is reflected in strengthened standards that integrate expert insights, kaiako perspectives, and a shared understanding with NPAM. These outcomes enabled informed, collective decision-making across organisations and sector experts, ensuring cultural integrity, clarity, and alignment with sector needs—while maintaining the quality and rigour of the standards.
Main changes resulting from the review
· Most standards were reviewed under Indicator 10 (potential or perceived barriers to achievement) and Indicator 16 (minor accuracy or consistency issues). As a result, numerical requirements in achievement criteria were removed to allow greater assessment flexibility and prevent penalising students for technicalities when the competency is demonstrated. References to "range" and pluralisation of kupu will now be clarified in the Conditions of Assessment and/or Unpacking documents. These changes are classified as Category B.
· AS1.2 is a late addition to the list. It was not RAMPed because kaiako considered the standard fit for purpose. However, to ensure consistency and cohesion across the entire Level 1 and 2 suite, we need to make minor adjustments to the reo and ensure Explanatory Note explanations are aligned across the suite.
· The Level 3 suite was not a part of this year’s RAMP cycle due to limited resourcing and to minimise the impact of changes on the sector. However, AS3.4 underwent a minor change to EN 3, which now includes the composition of lyrics, or music, or choreography as a key role.
