Summary of review and consultation process |
Hanga-Aro-Rau Manufacturing, Engineering, and Logistics Workforce Development Council undertook a combined review of the resource recovery qualifications and associated unit standards in consultation with representatives from industry associations including WasteMINZ, New Zealand Trade and Industrial Waters Forum, New Zealand Demolition & Asbestos Association, Building Research Association of New Zealand (BRANZ), Composite Association of New Zealand, Bioenergy Association of New Zealand employers, Te Pūkenga subsidiaries, district councils, Department of Corrections and the Ministry for the Environment. Regular online meetings were held between August and October 2023 to determine if the qualifications were fit for purpose. Although there are currently no programmes leading to the qualifications, industry stakeholders identified that the qualifications are relevant and there is increasing demand for formalised training in resource recovery across multiple sectors. A final review of the qualifications was conducted in November 2024 after new skill standard development was completed. The review resulted in changes to graduate profile outcomes and credit values outlined below. All changes were made in close consultation with stakeholders. |
Main changes resulting from the review process |
· The strategic purpose statement, education pathway, and employment, cultural and community pathway were updated to ensure they are fit for purpose.

· Qualification specifications and transition information were updated to reflect the change in standard setting body to Hanga-Aro-Rau Manufacturing, Engineering, and Logistics Workforce Development Council. · Graduate Profile Outcome (GPO) wording and credits were amended where required for clarity and to reflect current industry practices, terminology and legislation.
· GPO 3 was decreased from 15 to 10 credits in response to feedback that this is sufficient for the learning required. · New GPO 5 was added to address a knowledge gap relating to the principles of circular economy and kaitiakitanga.
· New GPO 2 was added to the core component of the qualification to address a skills gap in data collection and reporting. · New core GPO 6 was added to build on the skills and knowledge introduced at Level 2 relating to principles of kaitiakitanga and circular economy. · GPO 5 credit value was decreased from 30 to 15 credits in response to industry feedback that this is the appropriate amount required for learning since the amount of machinery operation can vary considerably across workplaces. There is a higher level of automation used in some areas of the industry. · GPO 9 credit value was increased from 20 to 35 credits because the elective strand in metal recycling requires more learning for machinery operation than other elective strands. · Elective strands in solid waste and hazardous waste were removed from the qualification in response to stakeholder feedback that these areas require separate skills and should not be included in the resource recovery qualifications, since materials in the waste stream cannot be recovered. · Qualification title was amended due to changes outlined above. · The overall qualification credit value was changed from 80 to 80 – 95 credits to reflect the credit value change to the Metal Recycling GPO.
New Zealand Certificate in Resource Recovery (Level 4) with strands in Organic Materials Processing, Recovery and Recycling, and Metal Recycling [Ref: 2745] · GPO 1 credit value was decreased from 35 to 30 credits due to the addition of a new GPO on data reporting. · New core GPO 2 was added to address a skills gap in data analysis and reporting. · The elective strand in solid waste was removed from the qualification in line with changes made to the Level 3 qualification. · Credit value of elective strands GPO 6 – 8 was increased from 15 to 20 credits to reflect the appropriate learning required for specialised areas of resource recovery. · Qualification title was updated. · The overall qualification credit value was increased from 95 to 100 credits.
