Summary

 

Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council undertook a scheduled combined review of the following Resource Recovery qualifications and associated unit standards:

 

Regular online meetings were held from October 2023 – December 2024 with a wide range of stakeholders, including representatives from industry associations WasteMINZ, New Zealand Trade and Industrial Waters Forum, Building Research Association of New Zealand (BRANZ), Composite Association of New Zealand, district councils, Ministry for Environment, employers, training providers and subject matter experts.

 

With the exception of unit standard 23328, all unit standards were expired without replacement due to no usage over the past five years. Unit standard 23328 was reviewed and retained at the request of demolition stakeholders. They identified handling of demolition waste materials as a significant requirement for their industry during the development of new demolition qualifications undertaken by Waihanga Ara Rau Workforce Development Council in 2023. Unit standard 23328 will be used in a new programme (currently in development) leading to the New Zealand Certificate in Demolition (Level 3) [Ref: 5058].

 

Seven new skill standards were developed to align with the reviewed resource recovery qualifications. In response to feedback from industry stakeholders, skill standards were designed to be open and flexible so they can be used across a wide range of resource recovery contexts.

 

Main changes

 

·      22 unit standards were expired without replacement.

·      2 unit standards were replaced by 2 skill standards.

·      Unit standard 23328 guidance information, standard setting information and performance criteria were updated as required. Performance criterion 1.1 was removed in response to industry stakeholder feedback. Unit standards 23324 and 23327 were removed from the pre-requisite section since these unit standards are set to expire.

·      5 new skill standards were developed to meet current industry training requirements and resource recovery industry practices.

 

Category C and D unit standards will expire at the end of December 2025

 

The last date for assessment of superseded version of Category B unit standard is December 2025
