Review of Toitū te Waiora Community, Health, Education and Social Services Workforce Development Council CMR

 

Toitū te Waiora Community, Health, Education and Social Services Workforce Development Council has completed the review of the Consent and Moderation Requirements (CMR) above.

The next CMR review is planned to take place during 2030.

 

Summary of the review

 

Toitū Te Waiora worked with industry stakeholders, providers, and other Workforce Development Councils to review and update CMR documentation and develop a more accessible document that reflects current industry needs.  Currently Toitū Te Waiora has standards registered in 11 CMRs (0003, 0007, 0035, 0039, 0045, 0100, 0121, 0135, 0223, 0230). The transfer of standards from other CMRs onto CMR 0024 as the main CMR for the above industries will occur as they are reviewed.   Meanwhile, Toitū Te Waiora will leave the CMRs in the old template unchanged as the CMR requirements have not changed substantially.

 

The CMR:

·         has been updated to the current NZQA template and no longer specifies the standards it covers.

·         has been updated for relevancy across all Toitū Te Waiora industry sectors.  Standards from other Toitū Te Waiora CMRs will be added to this one as they are reviewed.

·         focuses on assessor and tutor/teaching requirements for the standards rather than programme development and accreditation requirements.

·         has had minor changes to consent and moderation requirements.

·         has been edited for clarity and consistency.

 

Compliance with new requirements

 

·         Consent requirements will apply with effect on 1 September 2025. 

·         Any new applications for consent to assess will need to meet these requirements.

·         Moderation requirements will apply with effect on 1 September 2025. There are no significant changes to moderation requirements, and this is not expected to be a barrier for providers meeting the new requirements.

·         Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from 1 January 2026 onwards.

·                                                          Wording changes for clarity and consistency across all industry sectors.

·                                                          Content within sections adjusted to meet the new template.

·                                                          Removal of programme development and accreditation criteria that are now covered by the Toitū Te Waiora programme endorsement process or NZQA approval.
