The Waihanga Ara Rau Construction and Infrastructure Workforce Development Council has completed the review of the unit standards listed above.

Summary

 

Waihanga Ara Rau undertook a review of carpentry unit standards in 2024 and early 2025. This review aimed to ensure the standards reflect current industry practice, support learner progression, and align with the shift toward skill standard-based assessment.

 

Initial analysis included a review of skills and workplace learning practices, alongside consultation with employers, providers, and industry training representatives. Consultation activities included surveys, sector-specific hui, and Technical Advisory Group (TAG) workshops held between November 2024 and February 2025.

 

Draft skill standards were developed collaboratively with the TAG, comprising industry experts and educational providers. These drafts were made available online for wider consultation and feedback. Insights from the sector were incorporated into the final versions of the standards.  Wider consultation feedback, with the support of the TAG, finalised the skill standards.  As a result, the unit standards listed will be expired or replaced with skill standards.

 

The credit values for some of the new skill standards are lower than those of the unit standards they are replacing. This is because several Level 4 unit standards have been intentionally split into separate Level 3 and Level 4 skill standards. This approach supports a clearer and more manageable progression of skills, allowing learners to build foundational competencies at Level 3 before advancing to more complex tasks at Level 4. It also aligns better with the way learning is delivered in practice and provides a more scaffolded learning experience.

 

Some unit standards are being expired without direct replacements. These standards have not been used in the last five years, and the skills they cover are already addressed in other existing unit or skill standards. As such, their expiry will have no impact on current training or assessment practices.

 

All providers with consent to assess the unit standards included in this review have been informed of the outcome and expiry of the unit standards in this application.

 

Main changes

 

·      20 new skill standards developed to describe competencies valued across the construction environment were listed in the Carpentry domain.

·      27 unit standards were replaced by 21 new skill standards with some changes in credit value to better reflect the expected learning and assessment hours for the skills described.

·      34 unit standards were designated expiring without replacement.

·      The consent and moderation requirements (CMR) have changed between the replaced unit standards and the new skill standards. The CMR for the skill standards is 0120.
