Summary of review and consultation process |
Hanga-Aro-Rau Manufacturing, Engineering, and Logistics Workforce Development Council (HAR) has undertaken a scheduled review of the New Zealand Extractives qualifications listed above. This process involved extensive consultation through an industry Qualification Advisory Group (QAG) comprising of representatives from the extractives sector, including employers, industry associations, regulatory bodies, and training providers. Regular online meetings were held to discuss industry training requirements, identify skills gaps, and ensure the qualifications remain fit for purpose. Additionally, specialised Technical Advisory Groups (TAGs), representing areas such as underground and surface extractions, were convened to review relevant unit standards within the domains. This review process is ongoing. The QAG focused on enhancing the alignment of qualifications with the Certificate of Competency (CoC) standards legislated for the extractive industry. These CoCs, administered by the Board of Examiners (BoE), mandate specific standards for various roles within the extractives industry. Historically, learners have prioritised meeting CoC standards over completing formal qualifications, prompting efforts to better integrate these standards into the qualification framework. The New Zealand Certificate in Blasting with strands in Land Operations, Surface (Quarry or Open Cast), Underground (Tunnelling or Metalliferous), Underground Coal, and Construction [Ref: 2424] and the New Zealand Certificate in Mine Surveying [Ref: 3166] have experienced little or no uptake. The review identified that micro-credentials would better meet industry needs by delivering specific, targeted skills in a more flexible format. The New Zealand Certificate in Mines Rescue (Level 4) [Ref: 2784], due for review in December 2022 was not included in this review. It is currently being reviewed, but this is taking longer than anticipated, and it is expected to be submitted to NZQA April 2025. |
Main changes resulting from the review |
The following changes have been made across the qualifications to ensure they remain fit for purpose and aligned with industry needs: · Qualifications have been transferred to the current template. · Updates have been made to the strategic purpose statements, educational pathways, and employment, cultural, and community pathways, and qualification specifications to ensure relevance. · Some graduate profile outcomes (GPOs) have been developed to enhance specificity and alignment with current professional practices.
New Zealand Certificate in Mining and Quarrying (Level 2) [Ref: 2931] · GPO 1 has been revised for greater clarity and alignment with current practices. New Zealand Certificate in Surface Mining and Quarrying (Level 3) [Ref: 2785] · Qualification credit value has been reduced from 65 credits to 50 credits to more accurately reflect the skills and knowledge required and hours required for learning and assessment. · A new GPO has been added, that is focused on emergency procedures, previously embedded within other GPOs but not explicitly addressed. New Zealand Certificate in Underground Mining (Level 3) [Ref: 2786] · Qualification credit value has been reduced from 95 credits to 65 credits to align with industry expectations and training requirements. · A new GPO has been added that is focused on emergency procedures for clarity and specificity. New Zealand Certificate in Mining and Quarrying (First-line Supervision) (Level 4) with strands in Surface, and Underground [Ref: 2783] · A new GPO has been added, that is focused on emergency response, previously integrated into other GPOs. · Credit values across core GPOs and strands have been adjusted to align with current practices and reflect the new GPO. New Zealand Diploma in Mining and Quarrying (Supervision) (Level 5) with strands in Surface, and Underground [Ref: 2787] · A new GPO has been added, that is focused on emergency response for better clarity. · Credit values across common GPOs and strands have been adjusted to reflect current practices and incorporate the new GPO. New Zealand Certificate in Blasting (Level 4) with strands in Land Operations, Surface (Quarry or Open Cast), Underground (Tunnelling or Metalliferous), Underground Coal, and Construction [Ref: 2424] · This qualification has been set to expire due to limited uptake and the availability of more relevant industry qualifications.
New Zealand Diploma in Mining and Quarrying Management (Level 6) [Ref: 2788] · This qualification has been set to expire based on industry feedback, which indicates that generic management qualifications effectively meet the same outcomes as this specialised qualification. New Zealand Certificate in Mine Surveying (Level 6) [Ref: 3166] · This qualification has been set to expire due to lack of uptake.
National Extractives qualifications National Certificate in Extractive Industries (Mining Administration B Grade Tunnel Manager) (Level 5) with an optional strand in Coal Mine Deputy [Ref: 1535] National Certificate in Extractive Industries (Mining Administration Surface Extraction B Grade) (Level 5) [Ref: 1536] National Certificate in Extractive Industries (Mining Administration Surface Extraction A Grade) (Level 5) [Ref: 1537] National Certificate in Extractive Industries (Mining Administration) (Level 5) with strands in A Grade Tunnel Manager, and Coal Mine Underviewer [Ref: 1538] The last dates of entry and assessment for the National qualifications above, replaced previously by the New Zealand qualifications in review, are as follows: The last date of entry into programmes leading to the replaced qualifications is 30 June 2025. There can be no enrolments after that date. The last date of assessment is 31 December 2025, when they will be discontinued. People currently working towards these qualifications must either complete the requirements by 31 December 2025 or transfer their results to the replacement qualifications or micro-credentials. Please note that no extensions to these dates will be considered. |
