Summary of review and consultation process |
Hanga-Aro-Rau WDC brought forward the review of this qualification to address two problems identified in a Consistency Review in 2023: the credit value was too high, and the cargo handling graduate profile outcomes (GPO) lacked specificity. An advisory group was formed that included representatives from ports, stevedoring companies, industry associations, a regulatory body, and training providers. This group gathered information from the wider industry and collaborated over a series of online meetings to revise the qualification. As the changes required were substantial, a new qualification was developed to replace the existing qualification. The new qualification is fit-for-purpose and reflects current industry needs. The results of the review were communicated to the National Industry Advisory Group and shared with the members of the consultation group. The proposed changes have the support of the wider industry. |
Main changes resulting from the review and development process |
The New Zealand Certificate in Port Operations (Level 3) with strands in Port Administration, Cargo Handling, and Heavy Machine Operation [2814] will be expired (Category C) and replaced by a new qualification [Ref: 5256], with the following changes made: · Wording change to the purpose statement to better reflect the intention of the qualification. · Wording change in the employment/cultural pathway to better reflect the heavy machinery used in the port environment. · Qualification credit value reduced from 75 to 60. · Qualification core GPOs reworded to better reflect industry requirements and include wellbeing. · Cargo handling strand GPO reworded to more accurately reflect operational activities in the port environment. · Removal of the condition in the Heavy Machine Operation strand requiring evidence from a minimum of two machines. |
