Review of Toi Mai Workforce Development Council CMR
Toi Mai Workforce Development Council has completed the review of the Consent and Moderation Requirements (CMR) above.
Date new version published January 2025
The next CMR review is planned to take place during 2029.
Summary of the review
Toi Mai Workforce Development Council (Toi Mai) has worked closely with other Workforce Development Councils and NZQA to review and update its CMR documentation and to create a single CMR for all our industry sectors, and to develop a more accessible document that reflects current industry needs.
Main changes from the review. The CMR:
· has been updated to current NZQA template
· focuses on assessor requirements rather than tutor/teaching requirements
· now includes amended consent requirements for Te Ao Tūroa domain
· has made minor changes to moderation requirements
· has been edited for clarity and consistency.
Toi Mai has consulted with industry in a variety of ways to ensure we are reflecting their expectations in the CMR and are communicating those effectively. This included face-to-face meetings with key industry subject matter experts, discussion of CMRs at qualification and standard advisory group meetings, email communications and online surveys. We have also consulted with providers and schools to check if the new CMR is easily understood, has few barriers, and to support consistency of interpretation.
Toi Mai also carried out internal socialisation and consultation to ensure all our kaimahi understood the new CMR and could contribute to its development. Throughout this consultation process we received pivotal feedback that has shaped this CMR.
The CMR will be updated over time to include all standards within Toi Mai’s coverage.
To support schools to make informed decisions Toi Mai completed a risk assessment of standards within the CMR and created a guidance document for schools to reference in conjunction with CMR 0099. This document is available on Toi Mai website: Risk Ratings
Compliance with new requirements
Requirements for consent to assess will apply with effect from January 2025
Any new applications for consent to assess will need to meet these requirements.
The consent requirements for Te Ao Tūroa domain have been amended so that schools and providers now need to ‘show evidence of ongoing engagement with local iwi/hapū’. This change will support and encourage deeper relationships between schools and providers and mana whenua.
Moderation requirements have not been added to so there is no need for a transition change as they have simply been updated for clarity and consistency.
Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from January 2025 onwards
