Summary of review and consultation process |
The review of this qualification commenced in December 2023 as part of the larger review of eight Health and Wellbeing qualifications. Consultation included: · A survey that received over 200 responses from industry, provider and public stakeholders. · One-on-one kōrero with over 50 industry partners and two provider group workshops, with all Level 3 providers contacted. · Sector-specific consultation groups (Aged Residential Care, Home and Community Support and Disability Support, Allied Health, Diversional Therapy, Orderly, Newborn Hearing Screening, Vision Hearing Screening, Social Services, Mental Health and Peer Support). · Publication of proposed changes on the Toitū te Waiora website and circulation via a project mailing list of industry and provider stakeholders. 61 responses were received. The qualification was determined to be fit for purpose as an entry level qualification in health for the following sectors who have dedicated strands - healthcare assistance, support work, orderly services, newborn hearing, and vision hearing screening. There is no evidence that two strands have ever been used (Integrated Practice (Family and Whānau Harm) / Whānau, Kin and Foster Care). Toitū te Waiora contacted stakeholders for whom these strands were developed and received either no response or limited responses. These strands have therefore been removed. However, the qualification is not meeting the needs of the disability sector and other new workforces within the health and social services sectors, and Toitū te Waiora will be consulting on development of new strands and/or additional qualifications prior to the next review. Suggested changes to the qualification overview document were published for national consultation on the Toitū te Waiora website on 18 September 2024 with further feedback actioned in the final submission. |
Main changes resulting from the review |
Changes include: · Removal of two strands - Integrated Practice (Family and Whānau Harm), and Whānau, Kin and Foster Care. · Qualification Credit value has increased to 50-70 from 45-70 (with the removal of Integrated Practice (Family and Whanau Harm) strand. · Strategic Purpose Statement o Addition of ‘entry’ level to reflect the sector viewing this qualification as the entry point for health and wellbeing roles and building on from ‘introductory’ content offered by the New Zealand Certificate in Health and Wellbeing (Level 2) [Ref: 2469]. o Addition of ‘respectful’ in to identify the personal values necessary for this workforce. o Removal of ‘high’ quality, leaving ‘quality’ to be consistent with this being an entry level qualification. o Addition of ‘of a health professional’ to clarify that graduates will remain under the supervision and guidance of a health professional. · In the Graduate Profile Outcomes 3, 4, and 8, a minor wording change from ‘culturally appropriate’ to ‘culturally inclusive’ to reflect the diversity of people graduates will work with. · Qualification conditions edited to reflect consistent working across the Health and Wellbeing qualification suite. · Last date of assessment for version 2 has been changed from 31 December 2025 to 31 December 2027. · Last date of assessment for version 3 has been set to 31 December 2027. |
