Summary of development/review and consultation process

Review of the five Health and Wellbeing Level 4 qualifications commenced in December 2023 as part of the larger review of eight Health and Wellbeing qualifications. Consultation included:

·         A survey that received over 200 responses from industry, provider and public stakeholders.

·         One-on-one kōrero over 50 industry partners.

·         Sector-specific consultation groups (Aged Residential Care, Home and Community Support and Disability Support, Allied Health, Diversional Therapy, Orderly, Newborn Hearing Screening, Vision Hearing Screening, Social Services, Mental Health and Peer Support).

·         40+ one-on-ones, two provider workshops.

·         National consultation on proposed changes to the qualification on the Toitū te Waiora website and circulation via a project mailing list of industry and provider stakeholders.

Suggested changes to the qualification overview documents were published for national consultation on the Toitū te Waiora website on 1 November 2024 with further feedback actioned in the final submission where necessary.

New Zealand Certificate in Health and Wellbeing (Peer Support) (Level 4) [Ref: 2989]

This qualification was identified as being fit-for-purpose as an entry-level qualification for the peer support sector. The peer support sector indicated the need for a greater recognition from clinical teams of the value of lived experience and the contribution that peer support workers make in the health and wellbeing sector.

New Zealand Certificate in Health and Wellbeing (Primary Care Practice Assistance) (Level 4) [Ref: 2990]

The qualification is generally fit-for-purpose as an introduction to working in the field of primary care in the health and wellbeing sector. Minor amendments suggested to ensure currency.

New Zealand Certificate in Health and Wellbeing (Rehabilitation Support) (Level 4) with strands in Brain Injury, Spinal Cord Impairment and Chronic Illness [Ref: 2991]

The qualification is generally fit-for-purpose as an introduction to working in the field of rehabilitation support in the health and wellbeing sector. Minor amendments suggested to ensure currency.

New Zealand Certificate in Health and Wellbeing (Social and Community Services) (Level 4) [Ref: 2992]

This qualification is generally fit-for-purpose as an entry-level qualification with some updates required to better reflect terminology in the sector and the needs of the person being supported, their family and whānau.

New Zealand Certificate in Health and Wellbeing (Advanced Care and Support) (Level 4) [Ref: 4108]

The qualification is fit for purpose for those working in the aged residential and hospital sectors as a senior caregiver or support worker. Minor amendments suggested to ensure currency. The qualification is not suitable for disability support workers or for those working in the home and community sector.

Changes across all qualifications:

·         Qualification Specifications: Qualification Award, Evidence Requirements, Other Requirements and General Conditions updated for consistency.

 

New Zealand Certificate in Health and Wellbeing (Peer Support) (Level 4) [Ref: 2989]

Changes to the qualification include:

·         Strategic Purpose Statement:

o    Updated to emphasize lived experience in peer support, in response to sector feedback.

o    Added that graduates ‘may have responsibility for the performance of others’.

·         Education Pathway:

o    updated to include Diploma in Rehabilitation Studies (Level 5) [Ref: MY1068], New Zealand Certificate in Public Health and Health Promotion (Level 5) [Ref: 1865], New Zealand Diploma in Health and Wellbeing (Practice/Applied Practice) (Level 5) [Ref: 3244], New Zealand Diploma in Enrolled Nursing (Level 5) [Ref: 2889], New Zealand Diploma in Business (Level 5) with strands in Accounting, Administration and Technology, Human Resource Management, Leadership and Management, Marketing and Sales, and Project Management [Ref: 2459] and New Zealand Diploma in Business (Level 6) with strands in Accounting, Administration and Technology, Human Resource Management, Leadership and Management, Māori Business and Management, and Marketing and Sales [Ref: 2460].

·         Employment and Community Pathway: roles updated to reflect increased demand for Peer Support Workers.

 

New Zealand Certificate in Health and Wellbeing (Primary Care Practice Assistance) (Level 4) [Ref: 2990]

Changes to the qualification include:

·         Strategic Purpose statement updated to include ‘may have responsibility for the performance of others’.

·         Added ‘Learners must complete in a multi-disciplinary primary care setting’ as a condition across all GPOs, as well as stipulating in programme conditions that relevant workplace practice and experience must be in a multi-disciplinary primary care setting.

·         GPO4 updated to reflect current expectations of the sector.

 

New Zealand Certificate in Health and Wellbeing (Rehabilitation Support) (Level 4) with strands in Brain Injury, Spinal Cord Impairment and Chronic Illness [Ref: 2991]

All strands removed due to no usage of Spinal Cord Impairment and Chronic Illness strands.

Changes to the qualification include:

·         Qualification title: updated to remove strands from the title.

·         Strategic Purpose statement: Added that graduates ‘may have responsibility for the performance of others’.

·         All GPOs from the removed strands were integrated into new GPO5.

·         GPO 4: wording changed from ‘rehabilitation goals’ to ‘rehabilitation or maintenance goals’ to better reflect the needs of people the graduates would be supporting.

 

New Zealand Certificate in Health and Wellbeing (Social and Community Services) (Level 4) with strands in Community Health Work; Disability Support; Diversional Therapy; Mental Health and Addiction Support; and Whānau, Community and Social Services [Ref: 2992]

Changes to the qualification include:

·         Qualification Title: Title updated for strand ‘Diversional Therapy’ to ‘Diversional and Recreational Therapy’ to reflect the role of Diversional and Recreational Therapists.

·         Strategic Purpose Statement: updated terminology to reflect current sector usage.

·         GPO 1 updated to include ‘communicate effectively’.

·         GPO 3 updated to include ‘self-management’.

·         GPO7 updated to include ‘self-determination’, ‘inclusivity’, and ‘equity’.

·         GPO 8 updated to include ‘recreational therapy tools’.

·         GPO 9 updated to include ‘tangata whaiora’.

·         Education Pathway: updated to include New Zealand Diploma in Health and Wellbeing (Level 5) and the New Zealand Diploma in Enrolled Nursing (Level 5).

·         Employment & Community Pathway: Roles updated to include diversional and recreation therapy, and terminology updated to better reflect sector.

·         Other Requirements: Added requirement for professional registration with the New Zealand Society of Diversional and Recreational Therapy.

 

New Zealand Certificate in Health and Wellbeing (Advanced Care and Support) (Level 4) [Ref: 4108]

Changes to the qualification include:

·         GPO 1 updated to include ‘other service providers’ to reflect the integration with other service providers.

·         GPO 3 & 4 updated to replace ‘culturally appropriate’ with ‘culturally inclusive’ for consistency across the suite of health and wellbeing qualifications.

·         GPO 4 updated to redefine the reporting expectation to better reflect the type and level of reporting required for the role.

·         GPO 5 updated to include ‘demonstration of personal leadership within workplace’, to enable learners who demonstrate leadership skills but may not hold leadership positions.
