Toitū te Waiora Workforce Development Council has developed 34 skill standards and reviewed the unit standards listed above.

Date new versions published                                                               June 2025

Planned review date                                                                              December 2030

Summary

Toitū te Waiora Workforce Development Council worked with the Emergency Management sector during 2024 to identify the knowledge and skill required for multiple sector roles, and then developed a range of skill standards for assessment.  Development of the skill standards took place in 2024 in consultation with specialist groups: fundamentals, treaty partnership, rescue, welfare, recovery, CIMS and response leadership.  During this process, relevant unit standards were updated to skill standards and new skill standards were developed.

Wider consultation on these skill standards was sought through the Toitū te Waiora website in December 2024.  Subsequent revisions were made early 2025.

Main changes

·      34 skill standards were developed.  18 skill standards were developed to replace 17 unit standards and the remaining 16 were developed to meet the current training needs of the sector.

·      46 unit standards were reviewed. 29 of these were set to expire without replacement, 27 due to minimal use.  Unit 7330 was set to expire without replacement due to the development of a new skill standard, 40692, that includes coverage of this content.

·      The following Level 3 skill standards replaced Level 2 unit standards:

-          40684, replacing 7336, level increase reflects the addition of application of knowledge including demonstration of cultural awareness.

-          40705, replacing 7334, level increase reflects complexity of legislation informing CDEM structure and response.

-          40707, replacing 26386, level increase reflects addition of impact of climate change, long-term impact of hazards and agencies roles in managing this.

-          40710 Level 3, replacing 528, addition of hazard management specific to diverse communities.

Category C and D standards will expire on 31 December 2027
