Summary

 

Hanga-Aro-Rau Workforce Development Council conducted this review to support programme development for the current version of the New Zealand Certificate in Automotive Reglazing (Level 4) [Ref: 2947-2]. Analysis of unit standards identified gaps in content, and the need to realign the level and credit values of some units to better reflect the complexity of the work and the time taken to gain proficiency.

 

A Technical Advisory Group (TAG) made up of employers, providers, and subject matter experts provided feedback across several meetings held between February and April 2025. This group confirmed gaps in practical application, health and safety, and commercial competency. In particular, the review identified a need for stronger coverage of manual and commercial glazing skills. New unit standards were developed to address these areas.

 

To ensure a fast turnaround for providers and avoid disruption for learners using the expiring version of the qualification, unit standards were chosen over skill standards. This supports greater consistency in delivery and assessment. A full shift to skill standards is planned at the next scheduled review.

 

Main changes

 

•      Unit standards 22350, 24085, 26080, 33015, and 33018 – Titles updated to reflect current industry terminology.

•      Unit standards 22348, 22350, 22353, 24085, 28768, 33014, 33015, and 33018 – Range statements added or updated to align with current best practice and support valid, sufficient assessment.

•      Unit standards 22353, 24085, 26080, and 33018 – Levels and/or credits increased to accurately reflect complexity, volume of evidence, and practical industry expectations.

•      Unit standards 22353 and 33018 – Practical content strengthened to include real-world tasks such as ADAS testing, EV preparation, and safe handling of safety systems.

•      Unit standards 22348, 22350, 22353, 24085, 28768, 33014, and 33018 –Outcome and performance criteria restructured or removed to improve clarity, reduce duplication, and align with workplace practice.

•      Unit standards 33481 and 33482 were developed to address GPO3 and GPO4 gaps for New Zealand Certificate in Automotive Reglazing (Level 4) [Ref: 2947-2].

 

The last date for assessment of superseded versions of Category B unit standards is December 2026
