Review of Muka Tangata CMR 0052
The Muka Tangata - People, Food and Fibre Workforce Development Council (WDC) has completed the review of the Consent and Moderation Requirements (CMR) above.
Date new version published June 2025
The next CMR review is planned to take place during 2030.
Summary of review
The Consent and Moderation Requirements review project was commenced as the current CMRs were carried over from the Industry Training Organisations (ITOs) and these documents don’t fully reflect the functions of the WDCs.
The purpose of this review was to ensure that the Muka Tangata CMR:
· adheres to the new CMR format provided by NZQA which includes the option to retain or remove the list of standards;
· accurately reflects Muka Tangata’s consent to assess and moderation requirements;
· provides the current and relevant assessor criteria to deliver and assess industry developed unit standards and skill standards;
· is easily understood and easy to follow.
Currently Muka Tangata has four CMRs (0052, 0033, 0018 and 0173). The transfer of standards from other CMRs onto CMR 0052 as the main CMR for the above industries will occur as they are reviewed. Meanwhile, Muka Tangata will leave the CMRs in the old template unchanged as there has been no significant change to requirements for consent to assess or moderation.
Compliance with new requirements
Requirements for consent to assess will apply with effect from July 2025.
Moderation system requirements will apply with effect from July 2025.
Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from July 2025 onwards.

Requirements for Consent to Assess (RCA)
There are no significant changes made to the content. The main changes are as follows:
· Reformatted the content to reflect the new CMR template and reduced duplication by relocating the appendices content to a generic section.
· The list of standards covered by this CMR has been removed. Please refer to the standard documents for the current CMR reference.
· Included appendices only for industries with specific requirements.
· Updated wording for clarity, making the content easier to read and follow for providers.
· Clearly specified the qualifications, professional development, and skills required for assessors, verifiers, and kaimahi involved in moderation and programme development.
· Clearly outlined the special resources needed for assessing against unit standards.
· Clearly stated learner access to resources.
Moderation Requirements (MR)
· MR section revised to align with the Muka Tangata Workforce Development moderation requirements by removing references to the previous standard setting body and its policies.
