Summary of review and consultation process

Hanga-Aro-Rau Workforce Development Council reviewed the above qualifications between August 2024 and February 2025 and involved a MAST academy and industry stakeholder representatives.

The group met in person monthly during the review period. It was identified that there were emerging technologies not covered by the current version of the New Zealand Certificate in Power Boat Systems Servicing and Repair (Technician) qualification, this resulted in updates to the qualification GPO credits where new standards have been developed.

This consultation also identified necessary changes to the Composite Sail Making and Rigging strands of the New Zealand Certificate in Yacht Rig Structures qualification, finding critical content gaps in the qualification. To address these gaps, new unit standards were developed. Consequently, the credit values of the GPOs in these two strands were increased, resulting in a change in the qualification credit value.

Support for the reviewed qualifications was obtained from stakeholders.

 

Main changes resulting from the development/review process

New Zealand Certificate in Yacht Rig Structures:

·         Qualification credit value changed from 150-230 to 160 - 230 to reflect the credits for each strand: Rigging 160 credits, Composite Sail Making 180 credits, Composite spar making 210 credits and Metal spar making 230 credits.

·         Education pathway updated to include the New Zealand Diploma in Marine Design (Level 6) [Ref: 4543] and New Zealand Diploma in Vessel Technology Project Management (Level 5) [Ref: 5115]

·         GPO 7 increased from 30 to 40 credits to incorporate new standards on rope systems.

·         GPO 13, 14 and 15 increased from 20 to 30 credits to incorporate new standards on rope systems and abrasions.  This increase reflects industry need to increase the length of the qualification as the previous qualification was deemed too short.

New Zealand Certificate in Power Boat Systems Servicing and Repair (Technician):

·         Qualification credit value increased from 230 to 240 to reflect GPO credits below.

·         Education pathway updated to include the New Zealand Diploma in Vessel Technology Project Management (Level 5) [Ref: 5115].

·         GPO 2 credit value increased from 10 to 15 to better reflect the notional hours required to meet this GPO.

·         GPO 4 credit value reduced from 25 to 15 to better reflect the notional hours required to meet this GPO.

·         GPO 5 credit value increased from 95 to 100 to include the new power boat systems unit standards.

·         GPO 6 credit value increased from 70 to 80 to include the new power boat systems unit standards.

·         Education pathway updated to include the New Zealand Diploma in Vessel Technology Project Management (Level 5) [Ref: 5115].
