Review of Waihanga Ara Rau Construction and Infrastructure Workforce Development Council CMR 0120
Waihanga Ara Rau has completed the review of the Consent and Moderation Requirements (CMR) above.
Date new version published March 2025
The next CMR review is planned to take place during 2029.
Summary of review
Waihanga Ara Rau has worked closely with other WDCs and NZQA to review and update its Consent and Moderation Requirements (CMR) documentation to create a single CMR on the new CMR template for all our industry sectors, and to develop a more accessible document that reflects current industry needs. Waihanga Ara Rau has consulted with industry, providers and schools, as well as through internal socialisation to ensure we are reflecting stakeholder expectations in the CMR and are communicating those effectively.
CMR 0120 will be the current CMR moving forward. All other Waihanga Ara Rau CMRs will be expired when they no longer contain current or expiring unit standards.
Where there are CMRs with shared responsibility, Waihanga Ara Rau will move standards to CMR 0120 as they are reviewed. This includes standards in CMRs 0003, 0014, 0073, 0101 and 0234.
CMR 0120 version 6:
· has been updated to the current NZQA CMR template, and no longer specifies the unit standards it covers
· has been edited for clarity and consistency.
As there has been minimal change to consent and moderation requirements, Waihanga Ara Rau managed CMRs 0008, 0025, 0048, 0175 and 183 will not shift to the new template. Waihanga Ara Rau will move standards to CMR 0120 as they are reviewed.
Compliance with new requirements
Consent requirements will apply with effect from March 2025.
· Any new applications for consent to assess will need to meet the requirements of version 6 of this CMR.
· All current holders of consent to assess will need to meet the requirements of the new CMR going forward. As the CMR details have not changed substantially, it is not expected to be a barrier for current consent to assess holders.
Moderation requirements will apply with effect from March 2025. There are no significant changes to the moderation requirements so this is not expected to be a barrier for providers meeting the new requirements.

· Less descriptive due to the reference to the Waihanga Ara Rau Assurance and Moderation Plan, and the Moderation process that are available through the Waihanga Ara Rau website.
