Summary of review and consultation process

Waihanga Ara Rau Construction and Infrastructure Workforce Development Council consulted with tangata whai mana (interested parties) from across Aotearoa New Zealand in June– October 2023 via in-person conversations, phone calls, online meetings, and email communications.  This purpose of this consultation was to understand the issues with, and opportunities for, the BCATS qualifications and standards used by secondary schools and training.

Feedback from the consultation was considered by the project’s Steering Group via face-to-face and online meetings from October to December 2023.  The project Steering Group also oversaw the development of the mandatory skill standards which have been listed in the qualifications, which was completed by three Working Groups.  The skill standards and their relationship to the qualification graduate outcomes were signed off by Steering Group prior to wider online consultation.

The Steering Group considered all feedback from the final wider consultation.  Consultation concluded that minor changes were needed to the qualifications and confirmed the alignment of the qualification outcomes with mandatory skill standards.

 

Main changes resulting from the review process

All qualifications

·       Some graduate outcomes have been merged for cohesion without changing the expected outcomes of the graduates.

·       Strategic Purpose statements, Education Pathway, and Employment Cultural, Community Pathway have minor wording changes without changing the purpose or pathways of the qualifications.

·       Qualification Specifications have been updated for clarity without changing specification requirements of the qualifications.

·       Credits associated with each qualification outcome have been adjusted as a result of merged graduate outcomes and for consistency with the credits in the aligned mandatory skill standards.

·       Information on programme guidance and WDC programme endorsement has been added in general conditions for programmes.

·       Mandatory skills standards have been included in the conditions relating to the graduate profile.

·       Standard setting body details has been updated to Waihanga Ara Rau Construction and Infrastructure Workforce Development Council.

New Zealand Certificate in Building, Construction, and Allied Trades Skills (Level 1) [Ref: 3843]

·       Requirement that graduates must undertake two BCATS projects has been reduced to one BCATS project.

New Zealand Certificate in Building, Construction, and Allied Trades Skills (Level 2) [Ref: 3844]

·       Requirement that graduates must undertake at least two of the BCATS project skill standards listed has been included in the general conditions for programmes.

·       Graduate profile outcomes 2 and 3 increased.  The overall credits have increased from 40 to 45 to better reflect the expected outcomes of the qualification.
