Summary of review and consultation process

Targeted consultation was carried out in September 2024 with industry representatives from Harness Racing NZ (HRNZ) and NZ Thoroughbred Racing (NZTR), and providers.  NZTR also liaised with Equestrian Sports NZ (ESNZ) so their feedback was captured through the NZTR. 

Feedback indicated that industry was happy with the existing qualification suite, they were working well, and there was need to engage in a formal review of the full suite of qualifications at this stage, with the exception of one qualification – refer below.

Further targeted consultation was carried out in April 2025 to confirm the findings from 2024. It was acknowledged by industry that while trainee numbers are not high, the demand is steady. 

New Zealand Diploma in Equine Management (Level 5) [Ref: 2380] has had no usage however industry have requested that this qualification is retained for future use.  The New Zealand Certificate in Equine Racing (Assistant Trainer) (Level 4) [Ref: 4825] has a relatively new programme offered and currently has enrolments and trainees working through the programme who are expected to complete requirements in 2026.

 

 

 

Main changes resulting from the development/review process

Qualification review indicated they were fit for purpose, and no major changes were required. Transferred to the current template and reversioned.

Minor updates for currency included qualification award, consistency and general conditions for programmes.

Programme endorsement information was added.

Review and transition dates were set.
