Waihanga Ara Rau Construction and Infrastructure Workforce Development Council has completed the review of the unit standards listed above and development of new skill standards to be listed in the Building, Construction, and Allied Trades Skills domain.

Summary

 

The review of the unit standards was conducted in conjunction with the New Zealand Certificates in Building, Construction, and Allied Trades Skills (Level 1, 2 and 3) [Refs: 3843-3845].

 

Waihanga Ara Rau consulted with tangata whai mana (interested parties) from across Aotearoa New Zealand in June–October 2023 via in-person conversations, phone calls, online meetings, and email communications.  This purpose of this consultation was for us to understand the issues with, and opportunities for, the BCATS qualifications and standards used by secondary schools and training. 

 

Feedback from the consultation was considered by the project’s Steering Group via face-to-face and online meetings from October to December 2023. The development of the mandatory skill standards was completed by a Working Group for each level, and alignment with the qualifications was overseen by the project Steering Group. The Working Groups meet face-to-face in November and December 2023, and subsequently via online meetings and email.  It was agreed in December 2023 to pursue the inclusion of merit and excellence grades for the mandatory skill standards.  A specialist Technical Advisory Group developed the achieved, merit and excellence grade criteria. 

 

The draft skill standards were distributed for wider industry consultation in October-November 2024 with key stakeholders, including providers and industry representatives, and included an online survey. All feedback was considered and actioned where appropriate by the Project’s Steering Group.

 

Main Changes

 

·       37 new skill standards were developed to meet industry requirements of supporting learner pathways into Building Construction and Allied Trades Skills trades.

§ 33 skill standards are replacing 33 Category C unit standards

§ 4 skill standards are new

·       2 unit standards were designated expiring without replacement.

·       The consent and moderation requirements (CMR) have changed between the replaced unit standards and the new skill standards.  The CMR for the skill standards is 0120.

 

Category C and D unit standards will expire at the end of December 2027
