Review of Aircraft Operation unit standards

Ringa Hora Services Workforce Development Council (WDC) has completed the review of the unit standards listed above.

Summary

 

As a result of the previous review in September 2023 which proposed to expire most of the unit standards within the Aircraft Operation domain, an unintended consequence occurred which prevented a provider from being able to deliver a work-based programme, as they are unable to move their programmes to modules directly against the Civil Aviation Authority of New Zealand (CAA) syllabus.  Therefore, Ringa Hora Services WDC reviewed 56 unit standards within the Aircraft Operation domain.

 

Consultation was carried out with the provider during February and March 2025.

 

Changes were made to the unit standards to ensure alignment with the respective CAA syllabi and Rules, and to ensure formatting changes carried out to the previously retained unit standards were carried through.

 

Main changes

 

·       Purpose statements, guidance information, outcomes, performance criteria, and range statements were amended where applicable to ensure they are accurate and fit for purpose, reflect the standard content, and to ensure clarity for users in line with international regulatory requirements.

·       Reference to the Civil Aviation Act 1990 was updated to Civil Aviation Act 2023.

·       Guidance information was updated to identify that the CAA accepts specific New Zealand Defence Force (NZDF) flight crew qualifications and associated flight experience towards a number of the prescribed eligibility requirements for the issue of a New Zealand pilot licence and associated ratings.

·       Titles of seven unit standards were amended.

 

The last date for assessment of superseded versions of Category B unit standards is December 2027

Category B standards were moved from CMR 0169 to CMR 0028.
