Summary of review and consultation process

Waihanga Ara Rau and representatives from the crane industry reviewed the New Zealand Certificates in Cranes (Level 3) and (Level 4) from January 2024 to January 2025.

A technical advisory group reviewed the qualifications with representatives from the crane industry across a range of crane types including gantry cranes, self-erecting towers, truck loader cranes, crawler cranes, tower cranes and mobile cranes, as well as education providers, and the Cranes Association of New Zealand. Their recommendations informed the qualification reviews. Amendments were made to the qualifications’ contents. The wider cranes industry was consulted in December 2024 and January 2025 for final feedback.

Main changes resulting from the review process

New Zealand Certificate in Cranes (Level 3) [Ref: 3730]

·       Qualifications strands were updated to provide greater clarity.

·       The Cab-Controlled Overhead Crane strand was removed due to low usage.

·       Qualification credits were reduced from 55 – 60 credits to 40 to 45 credits to better reflect the time expected for a graduate to meet selected GPOs.

·       Graduate profile outcomes were amended to align with skill standard content and skills valued by industry.

·       Core graduate profile outcomes were reduced from five to two.

·       Graduate profile outcome indicative credits were amended to align with mandatory skill standards.

·       Qualification award, evidence requirements for assuring consistency and general conditions for programme were updated. 

·       The last date of assessment of version 1 of this qualification was extended from 31 December 2025 to 31 December 2026.

 

New Zealand Certificate in Cranes (Level 4) [Ref: 3731]

·       The credit range was changed from 55-70 to 60-70 credits to better reflect the time expected for a graduate to meet the GPOs.

·       Graduate profile outcomes were amended to align with skill standard content and skills valued by industry. Core graduate profile outcomes were reduced from three to two, and changes were made to strand outcomes to align with skill standards.

·       Graduate profile outcome credits were amended to align with mandatory skill standards.

·       Qualification award, evidence requirements for assuring consistency and general conditions for programme were updated. 

·       The last date of assessment of version 1 was extended from 31 December 2025 to 31 December 2026.
