Summary

Toi Mai Workforce Development Council carried out the scheduled review of these standards in collaboration with Māori, industry and providers.  A wānanga was held in Wellington in August 2024 to discuss the future of these standards. The outcome of this wānanga was that there was still a need for te ao tūroa standards, however these needed revising to reduce barriers and appeal to a broader range of ākonga.  The wānanga was followed by smaller review meetings and online meetings in November 2024 and January to March 2025.  It was decided to expire some standards due to little or no use.  Other standards were updated to increase practical components, remove barriers, and ensure the focus was on a te ao Māori world view of te ao tūroa.

Consultation on the draft changes was gathered through targeted email consultation and via open consultation on the Toi Mai website in May to June 2025.  Feedback received was discussed with the advisory group and small changes and clarifications made.

Main changes

·     Updated guidance information for all reviewed standards including definitions and resources.

·     Replaced the wording “in accordance with local iwi and hapū” with “from the perspective of tangata whenua” throughout all the standards.

·     The Standard Setting Body was changed from Skills Active to Toi Mai Workforce Development Council.

·     Whakatauki and whakatauāki have been included in the practical standards as a holistic guiding message.

·     Significant changes have been made to some titles, outcomes and performance criteria.

·     New unit standard developed “Plan and carry out a haerenga in te ao tūroa”. This new standard is a replacement for 16080 “Select, plan and establish a camp site in te ao tūroa”.

The last date for assessment of superseded versions of Category B unit standards is December 2027.
