The Toi Mai Workforce Development Council has completed the review, and revision and rollover of the unit standards listed above. Rolled over and revised unit standards are in bold.

Summary

This review was undertaken as part of the New Zealand Certificate in Commercial Barbering (Level 4) [Ref: 2115] qualification review. Alongside reviewing the qualification, new barbering skill standards at Level 4 have been developed that emphasise practical application of barbering skills, cultural skills and business operation skills. This is in response to industry feedback received via consultation for Kia Ita the Barbering and Hairdressing Workforce Development Plan (WDP) published by Toi Mai in July 2024.

 

As a result of significant change at the qualification level, seven skill standards were developed to replace nine Level 3 and Level 4 unit standards. One Level 5 unit standard with no use is also set to expire.

 

The skill standards were developed in consultation with industry and providers via WDP interviews, and advisory group meetings held in late 2024 and 2025. In 2025 the writing group was established and undertook targeted consultation on the standards in March and June 2025.

 

In addition, four unit standards were updated in line with industry feedback and current needs and to ensure there are Level 2 and Level 3 unit standards available for learners. A comprehensive review of these unit standards is intended in 2026, alongside the hairdressing and salon skills unit standard review. 

 

Main changes

Reviewed standards

·     Nine barbering unit standards were reviewed.

·     Six new barbering skill standards were developed to replace six unit standards.

·     A new skill standard, 40900 was developed to cover the business operation skills added to the qualification.

·     Unit standard 10649 is set to expire without replacement due to no usage.

·     Unit standards 20817 and 19806 are set to expire as the content has been incorporated across the new standards as appropriate.

 

Rollover and Revision standards

·     Unit standards 19805, 19808, 28018, 31946 were revised to remove revoked Health (Hairdressers) Regulations 1980 which was replaced with Public Health Guidance for Hairdressers and Barbers 2025.

·     Revisions were made to correct minor inconsistencies in formatting and to performance criteria and guidance information, such as outdated references and definitions.

·     Next review date was extended from December 2024 to December 2027.

 

Category C and D unit standards will expire at the end of December 2028

 

The last date for assessment of superseded versions of Category B standards is December 2028
