Summary of development/review and consultation process

In June 2025, Toi Mai Workforce Development Council initiated the review of sport and recreation qualifications, New Zealand Certificate in Facility Operations (Level 4) [Ref: 3647] and New Zealand Certificate in Sport and Recreation (Programme Delivery) (Level 4) [Ref 3573].

A review stakeholder group was established, comprising of members from industry and providers. The group met multiple times from June to October 2025, to discuss review feedback, including expiring the qualifications and drafting of the replacement qualification and standards. The proposed changes were distributed for consultation on the Toi Mai website and through established networks.

The consultation identified there was still a need for a Level 4 qualification, however given the an overlap of content across the two qualifications, declining numbers, and the credit allocations for each qualification not accurately reflecting the time required to complete, it was decided to expire the two qualifications and develop a new qualification with elective strands - New Zealand Certificate in Active Recreation (Level 4) with strands in Facility Operations and Programme Delivery (60 credits).

Responsibility for these qualifications was transferred from Toi Mai to the Services Industry Skills Board to reflect the VET reforms.

 

Main changes resulting from the development/review process

The New Zealand Certificate in Facility Operations (Level 4) [Ref: 3647] and New Zealand Certificate in Sport and Recreation (Programme Delivery) (Level 4) [Ref 3573] have been expired.

A new qualification, the New Zealand Certificate in Active Recreation (Level 4) with strands in Facility Operations and Programme Delivery was developed and includes:

·       A core graduate profile outcome and elective strands in Facility Operations and Programme Delivery.

·       Graduate outcome statements aligned with recently developed skill standards.

·       Skill standards set in as conditions for graduate profile outcomes.
