Summary

The Education, Health and Community Industry Skills Board developed five new cultural capability skill standards for potential inclusion in a range of programmes offered between Levels 2 and 5. The primary reason for developing the new skill standards was to provide a set of staircased cultural capability standards for learners working in Aotearoa New Zealand across education, health and community settings.

Consultation took place between May and November 2025. Stakeholders consulted included, Ringa Atawhai Mātauranga Ltd, New Zealand Qualifications Authority Māori Qualifications Services, He Whānau Manaaki, Tangata Whenua Social Workers Association, Whānau Ora, Aotearoa New Zealand Association of Social Workers, Ngāti Toa Rangatira and Ngāti Hine.

The case was transferred from Toitū te Waiora Workforce Development Council to the Education, Health and Community Industry Skills Board to align with the VET reforms.
