Summary

Services Industry Skills Board has developed a new skill standard to align with the graduate profile outcomes (GPOs) of the New Zealand Certificate in Security (Foundation) (Level 3) [Ref: 3642-2]. As part of the rollout of skill standards, the review panel agreed to create a new suite of skill standards in 2024 to support programmes leading towards programmes. When the new version of the qualification came in effect a shortfall in knowledge was identified when programmes were developed. The development of this skill standard will address the gap.

Developing the skill standard will mean that the provider(s) can develop a Level 3 programme that is entirely composed of skill standards, and it will have longevity, only to be looked at again following the next qual review.

Development and consultation occurred from May to July 2026 with the involvement of subject matter experts from New Zealand’s security sector, industry associations, and training providers, by email and through face-to-face and online meetings, to co-create this new security skill standard and consider feedback to ensure the new skill standard would be fit for purpose. Changes were made to the draft skill standard from feedback and confirmed by the subject matter experts.
