Summary of development/review and consultation process

Muka Tangata – People, Food and Fibre Workforce Development Council has completed a scheduled review of the above qualification. Consultation included a pre-review hui to gather scoping information (November 2024), formal consultation with industry and provider advisory groups (March–October 2025), and a public consultation survey on the reviewed qualification (September-October 2025).

While stakeholders agreed that the qualification was fit-for-purpose in general, they noted that the Graduate Profile Outcomes (GPOs) that required the implementation of plans caused an unnecessary barrier to completion for many learners. Those GPOs were revised to remove the implementation and review requirement and were slightly reframed to the satisfaction of the advisory groups.

Additional programme guidance was provided. In addition, information regarding entry requirements and provision to support learners was added to the General Conditions for Programme.

Responsibility for the qualification was transferred from Muka Tangata to the Food and Fibre ISB to reflect VET reforms.

Main changes resulting from the development/review process

· Graduate Profile updated, including entry expectations and pathways.

· GPOs updated to meet stakeholder requirements, including requirement to ‘implement and review’ plans removed, to remove barrier to programme completion.

· Evidence requirements for consistency removed, as no longer applicable.

· General conditions for programme updated.
