Summary of development and consultation process |
|
Waihanga Ara Rau Construction and Infrastructure Workforce Development Council developed this new qualification through consultation with the Temporary Traffic Management (TTM) Credentials Framework Working Group, Civil Contractors New Zealand, and representatives from the TTM industry including employers, training providers, industry associations and employees. This collaboration was driven by the TTM Credentials Framework that outlines a credential pathway and the training approach developed by industry to support better management of TTM activities on the road network. Technical experts from the TTM industry and the TTM Credentials Framework working group formed a technical advisory group to develop the skill standards. They identified a training gap for TTM supervision for those who lead teams and monitor mobile and TTM worksite operations. To address this the technical advisory group attended online meetings from August to October 2025 to draft the qualification with mandatory skill standards set out in the qualification. Consultation on the final draft was conducted during November 2025 on the Waihanga Ara Rau website and by email to the TTM Industry Steering Group membership. The TTM Credentials Framework Working Group representatives and TTM industry technical advisers provided attestations at the 20 November 2025 technical advisory group meeting. |
