Summary of review and consultation process |

Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council undertook a review of the passive fire protection qualifications to determine whether the qualifications remain fit for purpose. The scheduled review of the New Zealand Certificate in Passive Fire Protection Systems (Level 4) with strands in Routine Compliance Inspections, and Construction Monitoring [Ref: 2581] was brought forward by one year to align with the scheduled review of the New Zealand Certificate in Passive Fire Protection Installation (Level 3) [Ref: 4110]. Regular online meetings were held from March to November 2025 with representatives from the Fire Protection Association New Zealand (FPANZ), employers and training providers. Industry stakeholders identified a need for more advanced training in passive fire protection installation. This resulted in the development of a new elective strand in Advanced Installation for the New Zealand Certificate in Passive Fire Protection Systems (Level 4) with strands in Routine Compliance Inspections, and Construction Monitoring [Ref: 2581]. All changes outlined below were made in close consultation with stakeholders. |

General changes across the qualifications · Education pathway, qualification specifications, general conditions and transition information were updated where required. · Strategic purpose statements were updated. New Zealand Certificate in Passive Fire Protection Installation (Level 3) [Ref: 4110] · Graduate Profile Outcome (GPO) 3 was expanded to include teamwork and contributing to a safe, sustainable and productive site environment. Industry stakeholder feedback identified these transferable skills were required in addition to technical passive fire protection skills and knowledge. The GPO credit value was increased from 5 to 15 credits. · Overall qualification credit value was increased from 75 to 85 credits due to changes outlined above. New Zealand Certificate in Passive Fire Protection Systems (Level 4) with strands in Routine Compliance Inspections, and Construction Monitoring [Ref: 2581] · A new elective strand in Advanced Installation was developed to meet an identified gap in training for complex passive fire protection installation. · GPO 4 was expanded in response to industry stakeholder feedback that more emphasis on communication and interpersonal skills was required. To reflect this change, the GPO credit value was increased from 5 to 15 credits. · Overall qualification credit value was increased from 130 - 135 to 140 - 145 credits to reflect the changes above. |
