Summary of review and consultation process

Energy and Infrastructure Industry Skills Board (ISB) and representatives from the asset management industry reviewed the New Zealand Diploma in Infrastructure Asset Management (Level 6) [Ref: 3180] from July 2025 through to May 2026. During this time responsibility for the qualification development was transferred from Waihanga Ara Rau Workforce Development Council to the Energy and Infrastructure ISB following reforms for Vocational Education and Training.

Engagement included meetings with asset management stakeholders and a technical advisory group of industry representatives.

The collated feedback supported the need to strengthen the skills required by asset managers to undertake a range of asset management activities. These skills include data and information driven decision-making, leadership, value realisation, and the life-cycle approach to asset management. The review resulted in a replacement qualification which better reflects the needs of the asset management industry.

Consultation on the proposed changes was undertaken during April and May 2026. Consultation documents were accessed via the ISB website, through online meetings, by email, and a factsheet provided at the industry Āpōpō Congress 19-21 May 2026. They were shared with the technical advisory group, industry stakeholders, and the organisation with consent to assess.

Consultation documents and information about the review were published on the Waihanga Ara Rau Workforce Development Council and the Energy and ISB websites throughout the review period.

Main changes resulting from the review process

· Total qualification credits increased from 140 to160 to reflect the additional learning to align with the seven areas of the global framework for asset management.

· Strategic purpose statement was amended to clarify the target group of learners and the scope of practice of the graduate.

· Graduate profile outcomes and indicative credits were amended to better reflect the scope and focus of learning and alignment with mandatory skill standards.

· Education pathway, qualification award, evidence requirements for assuring consistency and general conditions were updated in line with current requirements.

· Mandatory skill standards were set into the qualification.

· Qualification developer was updated to Energy and Infrastructure Industry Skills Board.

· the review resulted in a replacement qualification which better reflects the needs of the asset management industry.
