Summary of review and consultation process

Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council undertook a combined review of the locksmithing qualification and associated unit standards. This review was continued by the Manufacturing and Engineering Industry Skills Board in 2026 after the disestablishment of the Workforce Development Councils.

Online meetings were held in July 2025 with representatives from the New Zealand branch of the Master Locksmiths Association of Australasia, training providers and employers to determine if the current qualification was fit for purpose. A final review of the qualification took place in April 2026 after associated skill standard development and unit standard reviews were completed. Feedback from industry stakeholders determined that the qualification is still relevant to industry training needs however some adjustments were made to reflect current industry training requirements including changes to Graduate Profile Outcome (GPO) wording and credit values.

Main changes resulting from the review process

Education pathway, employment pathway, award, specifications were updated.
Evidence requirements for assuring consistency were removed.
Four mandatory skill standards were set into the Conditions relating to the graduate profile.
GPO 3 and 4 wording was amended for clarity.

GPO 2 and 7 were simplified into one GPO (2) with a total of 35 credits. This consolidates communication and customer service skills alongside key specification.
GPO 3 credit value was decreased from 85 to 75 in response to industry feedback. Stakeholders requested a clearer focus on locksmithing-specific skills and knowledge in the GPO, and a smaller credit weighting was found to be sufficient.
GPO 5 credit value was increased from 25 to 35 credits to accommodate increased credit values of associated automotive locking unit/skill standards.
Transition dates for superseded version 2 aligned with superseded version 1.
