Summary of development and consultation process

The qualification is a new development facilitated by Ringa Hora Workforce Development Council.

The qualification was driven by the need to provide the employment advocacy industry with people who have the legal knowledge, awareness of relevant processes, advocacy skills, and ethical frameworks needed to support and represent clients in employment related matters. The employment advocacy industry expressed the need for quality training to recognise these skills and knowledge.

Ringa Hora consulted with industry representatives to develop the qualification and the mandatory skill standards set out in the qualification. The development process began in November 2024 and finished in October 2025.

Responsibility for the qualification was transferred from Ringa Hora Service Workforce Development Council to Services Industry Skills Board to reflect the VET reforms.

The development of the qualification and skill standards was finalised by the Services Industry Skills Board.
